0 OT 619,92 <br />BOOK 87 PAGE 787 <br />Mr. DeBlois reported that staff have been working with Mr. <br />Schlitt and coordinating with SJRWMD regarding the sloping of the <br />canal walls and the types of vegetation which will be placed on the <br />top of the canal wall as well as in the center of the slope. The <br />plan calls for continuous planting along the entire south line of <br />Mr. Schlitt's property. <br />Ruth Chapman, 1450 5th Avenue, resident of Rockridge, came <br />before the Board and pointed out that there are some misconceptions <br />regarding the ownership of the canal. She contended that it is <br />part of the original plat of lots in Rockridge. However, her main <br />concern is to have the foliage replaced which provided a barrier <br />between the Rockridge residences and the Schlitt property on the <br />other side of the canal. <br />Ed Slimak, 212 14th place, stated that the big question is the <br />height of the plants and the time of the planting. The residents <br />of Rockridge are demanding 6- to 8 -foot wax myrtles and.Mr.``Schlitt <br />agreed to plant 4- to 6 -foot wax myrtles. Mr. Slimak felt that the <br />residents of Rockridge were victimized when Mr. Schlitt devegetated <br />property that did not belong to him, and that the time to correct <br />the situation has long since passed. <br />Discussion ensued regarding the sizes and the placement of <br />various plants as well as the time in which such plantings should <br />be done. <br />Julie Livesay, 1421 5th Avenue, stated that when people bought <br />property in Rockridge, they were told they had a 54 -foot -wide <br />canal, but when Mr. Schlitt cleared his property a lot of dirt was <br />pushed into the canal. Ms. Livesay was also concerned about salt <br />water intrusion. <br />Caroline Karan, 250 14th Place, stated that she was there when <br />the initial clearing was done and described the neighbors sitting <br />on the bank and crying. She added that she would go to jail to <br />prevent Louis Schlitt from removing any more vegetation from that <br />lot. <br />Louis Schlitt, developer and owner of the subject property, <br />recounted his experience with the Rockridge area during his <br />childhood and as a businessman selling insurance to the residents. <br />He advised that he was ordered to take down more of the brazilian <br />pepper trees that are left, which is what he had previously <br />removed. He assured the Board that the residents of Rockridge <br />would be very happy when the project is eventually completed. <br />Estelle Conley, resident of Rockridge, felt that if Mr. <br />Schlitt is allowed to clear this land and not replace the <br />vegetation, he will do it again someplace else. She urged the <br />Board to require him to replace what he has destroyed. <br />22 <br />
