MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, to require Louis Schlitt to <br />plant wax myrtles at a height of 6 feet at the time <br />of planting and planted on five foot centers; said <br />planting to be accomplished within the next six <br />months, as recommended by staff. <br />Under discussion, Commissioner Bowman asked that the precise <br />location of the plantings be clarified. Mr. DeBlois responded <br />that, based on staff's meetings with Mr. Schlitt and the Rockridge <br />residents, the plantings would be halfway up the slope, with <br />shoreline stabilization along the base of the slope at the water <br />line. The plantings would include some red mangroves in addition <br />to the wax myrtles. <br />Commissioner Bowman noted that Mr. Schlitt had planned to <br />build a bulkhead and asked for clarification. <br />Mr. Schlitt explained that the bulkhead would be located nine <br />feet within his property line, and the purpose of the bulkhead <br />would be to keep water from eroding the canal bank. <br />Commissioner Bowman asked how the shoreline would be <br />stabilized. <br />Mr. Schlitt responded that there would be filter cloth covered <br />with pebbles, and mangroves and spartina will be planted within a <br />month. He commented that the property owners will not be happy <br />when the plantings are first done, but eventually the mangroves and <br />wax myrtle will grow. <br />Commissioner Bird cautioned that none of the described <br />planting will be sufficient to screen the Rockridge residents' <br />view. That will be accomplished by the plants and trees to be <br />placed on the property itself. <br />Debbie Lethig, 1420 3rd Court, stated that her husband is <br />chairman of the board of directors of the Rockridge property <br />owners' association but was unable to be present, so she was <br />representing. the association in his place. She urged the residents <br />to "get along" and give Mr. Schlitt the opportunity to develop his <br />property. She was sure that they will be happy with the results. <br />Commissioner Bowman asked, and Chairman Eggert confirmed that <br />the recommendation calls for bank stabilization to occur within the <br />next two weeks and the other planting to be accomplished within the <br />next six months. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />23 <br />BOOK <br />�c <br />1992 7 F;If Eiss <br />
