TASK 3.0 - TITLE V PERMIT COMPLIANCE AND REPORTING <br />Title V Permit No. 0610015 -005 -AV, which is the current permit as of the date of this work order, <br />contains monitoring and reporting requirements related to the landfill gas collection and control <br />system. CONSULTANT will assist COUNTY, as described below, in fulfilling all air permit <br />requirements and conditions within the required regulatory timeframes. <br />Statement of Compliance <br />CONSULTANT will prepare and submit the annual Statement of Compliance for the COUNTY <br />Landfill. This document must be submitted to FDEP within 60 days after the end of the calendar <br />year, as required by Rule 62-213.440(3)(a)(2), F.A.C. <br />Electronic Annual Operating Report (EAOR) <br />CONSULTANT will prepare and submit the EAOR for the COUNTY Landfill. This report must be <br />submitted to FDEP on or before April 1 of each calendar year, as required by Rule 62-210.370(3), <br />F.A.C. <br />CONSULTANT will estimate the annual emission rates of non -methane organic compounds and <br />volatile organic compounds from the landfill gas to determine the COUNTY's status with regard to <br />operation and reporting requirements of the active landfill gas collection and control system under <br />the New Source Performance Standards requirements. Results of the annual landfill gas sulfur <br />content test will be used in calculations that are included with the EAOR. <br />Semi -Annual Monitoring Report <br />CONSULTANT will prepare and submit two semi-annual monitoring reports to demonstrate <br />compliance with the federal requirements. The report includes the following information: <br />a. Submittal of reports of any required monitoring at least every 6 months. All instances of <br />deviations from permit requirements must be clearly identified in such reports; <br />b. Reporting, in accordance with requirements of subsection 62-210.700(6) and Rule 62-4.130, <br />F.A.C., of deviations from permit requirements, including those attributable to upset conditions as <br />defined in the permit. Reports shall include the probable cause of such deviations, and any <br />corrective actions or preventive measures taken. <br />c. All reports shall be accompanied by a certification by a responsible official, pursuant to <br />subsection 62-213.420(4), F.A.C. <br />The reports will only cover deviations from Title V permit conditions. Landfill and landfill gas <br />operational data is not required to be reviewed and submitted to FDEP per the Title V permit. <br />Annual Title V Emissions Fee <br />The EAOR application used for reporting to FDEP will automatically calculate the annual emission <br />fee for the facility. CONSULTANT will notify COUNTY of the fee amount. Once the check is in -hand, <br />CONSULTANT will submit the fee on COUNTY's behalf prior to the April 1 deadline. <br />Annual Landfill Gas Sulfur Content Test <br />CONSULTANT will take three samples of landfill gas annually to determine the sulfur content in <br />accordance with Method ASTM D5504-12 or D7493. CONSULTANT will coordinate as needed with <br />certified air testing laboratory. Calculated sulfur emissions using the laboratory results will be <br />included in the EAOR.
