calendar year, but will be completed no later than February 28, 2018 so that results can be included <br />with the EAOR. <br />TASK 4.0 - EVALUATION MONITORING FOR THE C&D DEBRIS DISPOSAL FACILITY <br />CONSULTANT, using Ideal Tech Services, Inc. (ITS) as a subcontractor, will perform the quarterly <br />sampling events for Calendar Year 2018 (January 2018, April 2018, July 2018 and October 2018) <br />for MW -49S an MW -21S. The samples collected in January, April and July will be analyzed for the <br />parameters listed in Chapter 62-701.510(7)(a), F.A.C. The samples collected in October 2018 will be <br />analyzed for the parameters listed in Chapter 62-701.510(7)(c), F.A.C. The January 2018 and July <br />2018 events will be performed concurrently with the routine groundwater monitoring scheduled <br />for late January and July 2018. CONSULTANT /ITS will coordinate with and deliver samples to <br />COUNTY'S contract analytical laboratory. ENCO will perform the laboratory analysis under <br />COUNTY'S contract. <br />CONSULTANT will prepare an Evaluation Monitoring Report for each of the four quarterly <br />monitoring events. Draft reports will be submitted to the COUNTY for review and comment. The <br />reports will be finalized and submitted to FDEP after resolution of COUNTY comments. The reports <br />will be letter reports. <br />In the event that FDEP requires changes to the monitoring and reporting requirements, the <br />additional services will be performed under Task 5 below. <br />TASK 5.0 - GENERAL TECHNICAL AND MISCELLANEOUS PERMIT COMPLIANCE REPORTING <br />CONSULTANT will provide general technical and permit compliance assistance to COUNTY staff on <br />an as needed basis. COUNTY staff is performing a number of the tasks required annually by the <br />current FDEP landfill permits. CONSULTANT will provide support as needed for the COUNTY staff <br />as they perform these tasks. <br />General technical and permit compliance assistance tasks may include: <br />■ Reporting required by the Multi -Sector Generic Permit for stormwater discharge; <br />■ Quarterly monitoring and reporting of the landfill gas monitoring wells located at the COUNTY; <br />Landfill site boundary, as well as enclosed structures located on site; <br />■ Preparing agenda items for and attending Board of County Commissioners meetings; <br />■ Developing annual COUNTY budgets; <br />■ Miscellaneous permit renewals or technical support; <br />■ Preparation of contamination evaluation plan if required by FDEP; <br />■ Abandon up to four groundwater monitor wells; <br />■ Install up to two additional evaluation monitoring wells for the C&D debris disposal facility, and <br />■ Sampling and reporting for additional monitor wells, surface water, leachate, etc. <br />ASSUMPTIONS <br />■ This Scope of Services and cost proposal is based on solid waste operations Permit Nos. <br />0128769 -022 -SC and 0128769 -023 -SO for the Class I landfill and the WQMP included as <br />Appendix 3 of Permit No. 0128769 -025 -SO -24 dated July 13, 2017 for the C&D debris disposal <br />facility. <br />■ Laboratory analysis is not included in this Work Order. <br />■ This Work Order is based on the Title V Permit No. 0610015 -005 -AV (effective June 1, 2017), <br />which is the current permit as of the date of this Work Order and expires on June 1, 2022.
