C. Resource Adequacy (90 days after data responses) <br />Objective: Identify areas for cost and process optimization <br />1. Calculate and compare local distribution cost (LDC) to comparably sized utilities (LDC <br />is all cost excluding power supply). <br />2. Review current cost allocation methodologies and identify shared resources. <br />3. Review the City's staffing levels and resource adequacy for electric utility operations, <br />including meter reading, service work, inventory levels, spare parts, engineering, design, <br />construction and maintenance, AMI, OMS, CIS, GIS, SCADA, and other. <br />4. Review Electric Department non -reimbursed support services provided for other City <br />functions. <br />5. Compare staffing levels and resources to other utilities, including those in Florida, of <br />approximately the same size to include cities that outsource. <br />6. Perform a resource cost trending analysis. <br />7. Evaluate operations and maintenance expenses based on prudent utility practice. <br />8. Review on-call and overtime procedures. <br />D. Other Optimization Strategies (120 days after data responses) <br />1. Smart Meter applications, including: <br />a. Pre -pay options <br />b. Load management <br />c. Other Smart Meter economic programs <br />2. Meter test program/instrument transformer connections, multiplier verification <br />3. Meter replacement program to lower metering losses, theft, bad debt and create a power <br />cost reduction program <br />4. Transformer Loading Optimization and power loss reduction program <br />5. Outage Management System ("OMS") economic analysis and benefit identification <br />associated with a "Responder" system that interties with ARC -FM and supports a work <br />management system. The value analysis will include but not be limited to reduction in <br />lost revenue associated with outages, improved personnel utilization, and enhanced <br />customer satisfaction. <br />6. Customer Communication <br />7. System Automation Opportunities <br />8.
