E. Pole Attachment Agreement and Rate Analysis (90 days after data responses) <br />1. Review the existing pole attachment agreements and recommend modernization <br />including safety and revenue enhancements. This will include but not be limited to: <br />a. Definitions <br />b. Breaches <br />c. Permitting and Fees <br />d. Make Ready requirements and cost structure <br />e. Unpermitted Attachments and fees <br />f. Safety Violations and Fees <br />g. Technical and Safety standards <br />h. Inventory cycle and fees <br />i. Vegetation management requirements and cost sharing <br />j. City standards and requirement provisions beyond the NESC <br />k. Pole space diagrams <br />1. Exhibits and Appendices <br />m. All other customary provisions to protect the electric utility <br />2. Develop Rate Schedules and Exhibits for all fees including rental fees <br />a. Follow prevailing Florida law and rules <br />b. Incorporate modernized methodology for rental rate formulas <br />c. Provide a comprehensive financial data requests <br />d. Assist city in developing financial data for the rate calculations based on FERC <br />uniform system of accounts method <br />e. Incorporate all necessary and appropriate fees such as for unpermitted <br />attachments <br />SECTION 3 — SPECIFICATIONS <br />See Section 2 —SCOPE OF SERVICES <br />SECTION 4 — CITY RESPONSIBILITIES <br />The following shall be responsibilities of City in addition to those provided in the Master <br />Agreement: <br />1. City will arrange to provide access to Vero facilities during normal work hours, provided <br />there is not an emergency condition. <br />2. City will brief the Engineer on any special work rules, safety rules, or other requirements <br />in entering any Vero facilities. <br />3. City will comply with any reasonable data requests submitted by PowerServices that <br />support the Scope of Work. <br />4.
