Board of County Commissioners Meeting Minutes - Final January 9, 2018 <br />A motion was made by Commissioner Adams, seconded by Commissioner <br />Flescher, to approve: 1) Resolution 2018-010, providing for a water main <br />extension along 103rd Court from 88th Street to S. 89th Street within a portion of <br />Blocks E and H, Vero Lake Estates Subdivision, Unit H-3, located in Indian River <br />County, Florida; providing the total estimated cost, method of payment of <br />assessments, number of annual installments, and description of the area to be <br />served; and 2) Resolution 2018-011, setting a time and place at which the owners <br />of properties along 103rd Court from 88th Street to S. 89th Street within a portion <br />of Blocks E and H, Vero Lake Estates Subdivision, Unit H-3, located in Indian <br />River County, Florida; and other interested persons, may appear before the Board <br />of County Commissioners of Indian River County and be heard as to the <br />propriety and advisability of constructing the water main extension, as to the <br />cost thereof, as to the manner of payment therefor, and as to the amount thereof <br />to be specially assessed against each property benefited thereby. The motion <br />carried by the following vote: <br />Aye: 5- Chairman O'Bryan, Vice Chairman Solari, Commissioner Adams, Commissioner <br />Flescher, and Commissioner Zorc <br />13. COUNTY ATTORNEY MATTERS <br />13.A. 18-1347 2018 Committees Vacancies <br />Recommended Action: The County Attorney recommends that the Board review the applicants' resumes <br />and applications, and determine whether to appoint Christopher Murphy or Gary D. <br />Randall to fill the "Member -at -Large: Citizen Not Holding Elective Office" <br />representative vacancy on the Environmental Control Hearing Board. <br />Attachments: Staff Report <br />Christopher Murphy - Application -Resume <br />Gary Randall -Application-Resume <br />2018 Vacancies List <br />(Clerk's Note: This item heard after Item 12. G.1. and placed here for continuity) <br />County Attorney Dylan Reingold provided details regarding the existing vacancy <br />on the Environmental Control Hearing Board, and asked the Board to appoint one <br />of the two applicants, Christopher Murphy or Gary Randall, to fill the <br />"Member -at -Large: Citizen Not Holding Elective Office" representative vacancy. <br />Christopher Murphy, 780 Blackpine Drive, expressed his willingness to serve on <br />the Environmental Control Hearing Board in any capacity needed. <br />A motion was made by Vice Chairman Solari, seconded by Commissioner Flescher, <br />to appoint Christopher Murphy to fill the "Member -at -Large: Citizen Not Holding <br />Elective Office" representative vacancy on the Environmental Control Hearing Board. <br />The motion carried by the following vote: <br />Aye: 4 - Chairman O'Bryan, Vice Chairman Solari, Commissioner Flescher, and Commissioner <br />Zo rc <br />Absent: 1 - Commissioner Adams <br />Indian River County Florida Page 11 <br />
