The second purpose of this request is to ensure that the land will <br />continue to be developed solely with single-family homes. While <br />the existing RM -6 zoning allows both single- and multiple -family <br />structures, the proposed RS -6 zoning would only allow single-family <br />units. <br />On August 27, 1992, the Planning and Zoning Commission voted 5-0 to <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subject property to RS -6. <br />Existinq Land Use Pattern <br />The subject property is zoned RM -6, Multiple -Family Residential <br />District, and -is vacant cleared land. Properties to- the north, <br />south, and west of the subject property are also zoned RM -6. The <br />property to the north of the subject property is developed with <br />older, mostly single-family homes. Bordering the subject property <br />on the south is Phase 1 of Colonial Gardens, a subdivision of <br />mostly new, single-family homes. The land west of the subject <br />property is vacant. The parcel to the east of the subject property <br />is zoned CL, Limited Commercial, and contains a small retail plaza. <br />Future Land Use Pattern <br />The subject property is currently designated L-2, Low -Density <br />Residential - 2 (up to 6 units/acre) on the future land use map. <br />Properties to the north, south, and west are also currently <br />designated L-2. Land to the east borders Old Dixie Highway and is <br />designated C/I, Commercial/Industrial Node. <br />Environment <br />According to county Flood Insurance Rate Maps (FIRMs), the subject <br />property is located in a Zone X; this indicates that the property <br />is outside of the 100 - year floodplain. No wetlands exist on the <br />subject property. <br />Vegetation on the property consists of remnant sand pine scrub. <br />Other native vegetation was removed when the property was cleared <br />in accordance with a county land clearing and tree removal permit <br />that was issued in December, 1991. That land clearing occurred in <br />conformance with development activity associated with an approved <br />preliminary plat for the subject property. As allowed by the <br />county's 10/15% upland native plant community set-aside <br />requirement, the plat applicant paid $2,380 to the county as a fee - <br />in -lieu mitigation option to the -required on-site preservation. <br />This allowed the applicant to clear the property rather than <br />preserving 10% of the t2.8 acres of xeric scrub documented on the <br />site prior to clearing. <br />Utilities and Services <br />The site is within the Urban Service Area (USA) of the county. <br />Sewer lines extend to the site from the City Sewer Plant.
