r OCT 271992 <br />Boor 87 F,* 907 <br />REQUEST BY FRANK ZORC TO DISCUSS POSSIBLE REFERENDUM VOTE BY IRC <br />TAXPAYERS BEFORE FUNDING BEACH RENOURISHMENT <br />Frank Zorc, 2055 DeLeon Avenue, came before the Board and <br />recounted the history of this subject, the many petitions by <br />taxpayers against beach renourishment, and the referendum which was <br />rejected by the taxpayers. <br />Chairman Eggert commented that a public hearing would have to <br />be scheduled and be advertised a month in advance. She would <br />prefer that the newly -seated Commission schedule such hearing. <br />Commissioner Scurlock stated that while the Commission has <br />historically granted requests for public hearings, he did not want <br />to set a date for a public hearing at this time because new members <br />will be seated within two weeks, and the new Commission could then <br />decide on the date and format for considering this request. <br />Commissioner Tippin indicated that he would like more time to <br />deliberate on this matter before making a decision. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Tippin, the Board unanimously (4-0, <br />Commissioner Bird being absent) rescheduled Frank <br />Zorc's request for a public hearing to discuss beach <br />renourishment to the agenda of November 17, 1992, at <br />which time the newly -seated Board members could set <br />a date for a workshop or public hearing to discuss _ <br />this matter. <br />PUBLIC HEARING - AN ORDINANCE OF INDIAN RIVER COUNTY FLORIDA <br />MAKING IT AN OFFENSE TO SCAVENGE THE RECYCLABLE CONTENTS OF <br />RECYCLING BINS OR TO REMOVE SAID BINS <br />The hour of 9:05 o"clock A.
