The intent was to have a vehicle in place because we <br />have nothing in the code to address this at all. <br />Director Pinto explained that this ordinance could be cited in <br />circumstances where someone goes into the business of emptying the <br />recycling bins. Staff would be able to tell them to stop because <br />it is against the law, but would only go to enforcement if there is <br />a complaint. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter.
