"SONNY" DEAN, DIRECTO <br />DEPARTMENT'OF GENERAL SERVICES <br />SUBJECT: FELLSMERE LIBRARY LEASE <br />BACKGROUND: <br />On November 10, 1987, Indian River County entered into an agreement <br />with the Fellsmere Library Association to lease the Marian Fell <br />Library for use as a Public Library. At the same time, the <br />Association and City of Fellsmere agreed to clean the building and <br />maintain the grounds. The five year lease was at five dollars per <br />year. <br />The purpose of this lease was to provide library services for the <br />Fellsmere area which could not be adequately accommodated at the <br />Sebastian Library due to limited space and staffing. <br />During the past five years staffing at the Fellsmere Library has <br />consisted of one part-time Library Associate working twenty hours per <br />week during the first year and decreased to six hours per week during <br />the past two years. These hours were reduced primarily due to lack <br />of patrons using the facility and the demand for staff time at the <br />new North Indian River County Library. Volunteer staffing consisted <br />of one regular volunteer the first two years with occasional help <br />from members of the Fellsmere Association. The City of Fellsmere has <br />not provided the service, as they originally agreed on. <br />24 <br />r � � <br />
