5. Traffic Capacity on U.S. Highway #1, from 49th Street to 65th <br />Street at a Level of Service "D": 2,650 peak hour/peak <br />season/peak direction trips <br />6. Existing Traffic volume on this segment of U.S. Highway #1: <br />747 peak hour/peak season/peak direction trips <br />The number of Average Weekday Trip Ends associated with the most <br />intense use of the subject property under the present zoning is 12. <br />This was determined by multiplying the 2 units (most intense use) <br />by ITE's factor of 5.86 Average Daily Trip Ends/unit. <br />The number of peak hour/peak season/peak direction trip ends <br />associated with the most intense use of the subject property under <br />the present zoning is one. This was determined by taking the <br />percentage of inbound trips, 82% (local measurement of inbound trip <br />ends), multiplied by the sites peak hour trip volume of 1. <br />The number of Average Weekday Trip Ends associated with the most <br />intense use of the subject property under the requested land use is <br />306. This was determined, by multiplying 3,100 square feet of <br />Shopping Use (most intense use) by a locally measured factor of <br />98.5 Average Daily Trip Ends/1000 square feet. <br />The number of P.M. Peak Hour Trip Ends associated with the most <br />intense use of the subject property under the requested land use is <br />48. This was determined by multiplying 3,100 square feet of <br />Shopping Use (most intense use) by a locally measured factor of <br />15.6 Peak Hour Vehicle Trip Ends/1000 square feet. <br />Local evaluation has determined that 60% of the trips associated <br />with the most intense use of the subject property under the <br />requested land use will be new trips. Therefore, 608 of the 306 <br />Average Weekday Trips, or 184, will be new trips. Similarly, 60%, <br />or 29, of the 48 P.M. Peak Hour -Trips associated with the most <br />intense use of the subject property under the requested land use <br />will be new. <br />1 <br />According to ITE, 50%, or 15, of - the 29 New P.M. Peak Hour Trips <br />will be outbound, and 508, or 15, will be inbound. Therefore, the <br />most intense use of the subject property under the requested land <br />use will generate 15 new p.m. peak hour/peak season/peak direction <br />trips. This is 14 trips more than the one generated by the most <br />intense use of the subject property under the present zoning. <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of U.S. Highway #1 adjacent to <br />this site is 21650 trips (peak hour/peak season/peak direction) at <br />a Level of Service "D", while the existing peak hour/peak <br />season/peak direction traffic volume on this segment of U.S. <br />Highway #1 is 747 trips (peak hour/peak season/peak direction). <br />The additional 14 peak hour/peak season/peak direction trips <br />created by the proposed Comprehensive Plan amendment will increase <br />the total peak hour/peak season/peak direction trips for this <br />segment of U.S. Highway #1 to approximately 761. <br />47 <br />NOV 17 1992 BOOK 88 F -AGE 51 <br />
