- Wastewater <br />The site is within the urban service area; however, wastewater <br />lines do not extend to the site at this time. Prior to final <br />consideration of this request by the Board of County Commissioners, <br />the applicant must enter into a developer's agreement with the <br />county which states that the developer agrees to connect to the <br />county wastewater system at the time of development. <br />When the subject property connects to county lines, it will be <br />serviced by the Central County Wastewater Plant. Based upon the <br />most intense use allowed under the proposed amendment, development <br />of the property will have a wastewater generation rate of <br />approximately 0.93 Equivalent Residential Units (ERU), or 232 <br />gallons/day. This is based upon the level of service standard of <br />250 gallons/ERU/day. The Central County Wastewater Plant currently <br />has a remaining capacity of more than 537,000 gallons/day and can <br />accommodate the additional wastewater generated by the proposed <br />amendment. <br />- Solid Waste <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. For a 31100 square foot <br />commercial development on the subject site, solid waste generation <br />will be approximately 15.5 waste generation units (WGU) or 46 cubic <br />yards of solid waste/year. A WGU is a Waste Generation Unit <br />measurement equivalent to 2.9625 cubic yards of waste/year. <br />While WGU's are units of measurement which can be applied to either <br />commercial or residential uses, WGU's must be considered in terms <br />of residential units in order to correspond to the county's solid <br />waste level of service standards. According to the county's solid <br />waste regulations, each residential unit generates 1.6 WGU/unit. <br />With the county's adopted level of service standard of 2.37 cubic <br />yards/person/year and the county's average of two persons/unit, <br />each WGU is equivalent to 1.25 people (2/1.6 = 1.25). and 2.9625 <br />cubic yards of solid waste/year (1.25 X 2.37). To calculate the <br />total cubic yards of solid waste for the most intense use allowed <br />on the subject property under the proposed land use amendment, <br />staff utilized the following formula: Total number of WGU's X 1.25 <br />X 2.37 (15.5 X 1.25 X 2.37 = 46 cubic yards/year). <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 3 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on staff analysis, it was determined that the county landfill <br />can accommodate the additional solid waste generated by the <br />proposed amendment. <br />- Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals must meet the discharge <br />requirements of the county Stormwater Management Ordinance. Any <br />development on the site will be prohibited from discharging any <br />runoff in excess of the pre -development rate. <br />In this case, the minimum floor elevation level of service <br />standards do not apply, since the property is not within a <br />floodplain. Both the on-site retention and discharge standards do <br />apply. With the most intense use of this site, the maximum area of <br />impervious surface for the proposed request will be approximately <br />10,019 square feet. <br />49 <br />NOY i q ` T12 BOOK FacE 53 <br />
