r- <br />NOV 17 199 <br />BOOK 88 P'V;r 7 <br />application they were given to believe should receive favorable <br />consideration. <br />Commissioner Bird asked if a buffer would be required if this <br />were rezoned to Limited Commercial, and Director Keating advised <br />that a Type C buffer would be required in the rear. <br />Commissioner Macht asked if there are some zoning options <br />available if the land use is changed, and discussion turned to the <br />options available with Office Commercial Residential (OCR) or <br />Professional Residential Office (PRD). It was noted that OCR <br />allows more retail than PRO. <br />Karl Brubaker, resident of Ridge Acres, first read aloud a <br />letter from Dell Walker supporting the opposition of the residents <br />in the surrounding neighborhood to the proposed rezoning to <br />commercial. Mr. Brubaker pointed out that new homes have been <br />built on the west side of Old Dixie Highway, and circulated <br />pictures of homes built recently, including one built within the <br />last 6 months just south of 2nd Street fronting Old Dixie Highway <br />across from commercial property. He felt that to say there has not <br />been any residential built within recent years is incorrect. In <br />addition, Mr. Brubaker commented that all the property owners <br />trying to rezone purchased their property speculating that it would <br />go commercial at some time in the future. However, they bought <br />their property knowing it was zoned residential. Mr. Brubaker <br />emphasized that this is an existing neighborhood and he has lived <br />there 34 years. As far as traffic goes on Old Dixie Highway, <br />commercial use generates more daily trips than residential. <br />Another drawback to the rezoning is that the nearby residences will <br />depreciate in value. With regard to new residential going up, the <br />property across from 10th Avenue can be used for a new residence. <br />Tenth Avenue has a lot of children. Across the street is zoned <br />commercial, but the mobile home park is there and it is a well -kept <br />park. It would be detrimental to both established neighborhoods to <br />have commercial there. Mr. Brubaker pointed out that in one of the <br />photographs being circulated, there is a dumpster within arms <br />length of the residential property line. In addition, Mrs. <br />Watson's house would have commercial on two sides. <br />In conclusion, Mr. Brubaker maintained that it is not <br />necessary to rezone the subject property and that you cannot <br />separate 10th Avenue from the subject property. He urged the Board <br />to stop commercial at 9th Street and keep their neighborhood quiet. <br />Susan Thomas, 837 Old Dixie Highway, stated that they bought <br />their home in a wooded area in 1963 and raised three children <br />there, but now no one wants to buy their house. Her son doesn't <br />even want to raise his family there. Her property is the largest <br />74 <br />
