' NOAH 2 4 1952 BOOK 88 PAGE 125 <br />A new petition for a public improvement assessment for road paving and drainage improvements <br />for the roads in Floral Park Subdivision and Ranch Estates Subdivision was received in June 1992, <br />and supersedes the original petition. There are presently 21 homes in Floral Park and Ranch Estates <br />Subdivisions. Owners of 15 homes have signed the petition making 70% of the property owners, <br />who actually live in the benefited area, and 37% of the total square footage of the benefited area, <br />in favor of having these roads paved. They are also requesting an extension of the payment schedule <br />from 2 years to 5 years. <br />Staff recommends the Board of County Commissioners approve the assessment roll, and confirming <br />resolution with changes, if any, made after input at the November 24, 1992 Public Hearing. Revised <br />confirming resolution and assessment roll will be forwarded to Chairman of the Board for signature. <br />The Assessment Roll and assessment plat are on file with the Clerk to the Board of County <br />Commissioner's office. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Robert Nall, came before the Board and reported that <br />he met with the majority of the property owners on November 21, <br />1992. He thought the property owners were aware of the 5 -year <br />payment option but he did not know if they were aware of a 10 -year <br />payment option. It appears that the lower interest rate would save <br />them about $100 interest. Even with the favorable interest rate, <br />the financial impact is going to be hard on some of the people in <br />the area, several of whom are laid off or on disability. <br />Leonard A. Wilson, 4205 57th Court, 20 -year resident of Ranch <br />Estates Subdivision, spoke in favor of the paving and pointed out <br />that the owners who do not live in Floral Park already have paved <br />streets and this is extra property to them. <br />Godfrey Gipson, 4136 57th Court, 19 -year resident of Ranch <br />Estates Subdivision, opposed the paving project. He felt that some <br />of the residents cannot afford to pave the streets, and that water <br />and sewer will be coming in soon which also will cost a great deal <br />of money. <br />Commissioner Eggert asked about the status of the water, and <br />Director Davis responded that water is planned for 1993-94. The <br />hearings will start next fall. <br />County Engineer Roger Cain mentioned that when the water goes <br />in later, it can be done without damaging the pavement, and he <br />noted that Public Works will coordinate the paving project with the <br />Utilities Department. <br />Andrew Jefferson, 4236 57th Avenue, Floral Park, stated that <br />he is in favor of the paving project and thought that it will <br />upgrade his neighborhood. <br />24 <br />M <br />M <br />
