M M - M <br />Joyce Broxton, 4205 57th Court, opposed the assessment because <br />she and her husband have fallen on hard times and cannot afford it. <br />Willie C. Reagan, 5685 41st Street, stated that he had <br />spearheaded the petition effort and he felt that the paving was <br />needed badly. <br />Dupree Dawkins, 5636 42nd Street, stated that he is on <br />disability and has two children. His medicine is expensive, and he <br />cannot afford the paving assessment. <br />Ruth Jefferson, 4236 57th Avenue, was in favor of the project <br />and thought that now is a good time to do this because interest <br />rates are low. <br />Don Reagan, 5685 41st Street, pointed out that many of the <br />property owners who oppose the paving project do not live there. <br />The people who live there want the streets paved. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />Commissioner Bird believed that if this is approved and the <br />assessment made, the County can come up with a payment plan. He <br />asked what the procedure would be if an assessment were not paid. <br />Director Davis explained that the permitting process takes <br />from 3 to 6 months before proceeding to construction. When the <br />project is completed, the final assessment roll will be developed. <br />In most cases the final assessment is less than the preliminary <br />estimate. The final assessment cannot be higher than the <br />preliminary assessment. When the bill is sent out, the Tax <br />Collector allows a 90 -day grace period whereby no interest applies. <br />If the assessment is not paid in 2 years, a lien is placed on the <br />property. <br />Commissioner Macht suggested that in situations involving <br />elderly people or other hardship cases, the County should just <br />leave the lien until the property is sold through the estate. <br />Discussion ensued regarding 5- or 10 -year payback options. <br />Director Davis explained that the assessments are used to <br />replenish the fund so that more projects can be completed. If the <br />County extends the payment plan to 10 years, the money will not be <br />available for other projects during that time period. <br />Commissioner Adams inquired whether the County allows people <br />to make monthly payments rather than annual payments, and Director <br />Davis responded that the Tax Collector has been flexible and <br />accepts payments when they are brought in, and that some people do <br />make monthly payments. <br />25 <br />NOV 2 4 1992 BOOK F:., 6 <br />
