3. Treasure Coast Region University - Support funding which <br />would expedite higher education opportunities on the <br />Treasure Coast through existing delivery system and promote <br />commitment to locate an eleventh state university on the <br />Treasure Coast by asking the Board of Regents to apply the <br />PICO criteria as soon as possible. <br />4. DCA Recrulatory Authority - Support legislation prohibiting <br />DCA from requiring local government to exceed state laws or <br />policies as implemented or established by the agencies <br />charged by law with such authority and responsibility. <br />5. Annexation Reform - Support legislation to reform <br />annexation laws and to make annexation of enclaves easier <br />and more attractive in an effort to control urban sprawl. <br />6. Department of Environmental Regulation - Support (a) <br />Delegation of "dry line" (utility lines) jurisdiction to <br />local government, as the present regulatory process offers <br />a poor cost/benefit ratio; and (b) revise current methods <br />of evaluating utility plant capacity by paper commitments, <br />which result in unnecessary construction and poor <br />operational efficiency of existing plants when growth rate <br />fails to meet expectations (permitting based on actual flow <br />not permitted flow). <br />7. St. Lucie River/Indian River Lagoon - <br />A. Support establishment of fresh water storage in the <br />C-23/24/25 basin, for agricultural benefit and <br />reductions in harmful fresh water discharges to the <br />River and Lagoon (better upland storage). <br />B. Require of FDOT that all new bridges constructed across <br />the River or Lagoon utilize a "see through" crash <br />barrier and handrail, so that people in all vehicles <br />crossing our bridges may have a view of these waters. <br />(There are a variety of FHWA-approved and crash -tested <br />barriers besides the ubiquitous "Jersey barrier" such as <br />is used an the new Palm City Bridge). <br />8. Utilities - Request clarification in State Statutes as to <br />the legality of pass-through charges from master planned <br />communities to individual users of public utilities. <br />9. Prostitution - Support legislation that would increase <br />penalty for second and subsequent violations relating to <br />Prostitution. <br />Note: Indian River County, City of Vero Beach, City of <br />Fort Pierce and City of Stuart have already endorsed <br />proposed legislation to this effect. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Bird, the Board unanimously designated <br />Commissioner John Tippin as the Board's <br />representative to report to the Legislative <br />Delegation that the Board considers items 4, 6, 8 <br />and 9 to be priority items; and to add an item <br />regarding the increasing legal fees which are passed <br />from the State to the County. <br />57 <br />BOOK, <br />Z 4 199 <br />
