BOOK 88 pg' <br />252 <br />Director Keating explained that the property is just east of <br />Victory Park, also a Housing Authority project. Because staff <br />thought this was an unusual zoning pattern, owners of the property <br />surrounding this parcel were contacted to see if they wanted to be <br />included in the rezoning request. Six of the nine other property <br />owners were in favor, two were opposed, and one did not respond. <br />Planning and Zoning recommended that the subject property be <br />rezoned and also recommended County -initiated rezoning of the nine <br />additional parcels. Director Keating mentioned that several <br />residents who spoke at the Planning and Zoning meeting complained <br />that there were problems at Victory Park. However, the problems <br />are actually at Gifford Gardens, not Victory Park. <br />Joe Collins, attorney for the Indian River County Housing <br />Authority, came before the Board and reported that the Housing <br />Authority is just getting Orangewood filled and there are over 300 <br />additional applications for low income farmer housing over and <br />above what is available at Orangewood. There is a tremendous need <br />within Indian River County for public housing. Also, this project <br />goes a long way towards meeting the Comprehensive Plan <br />requirements, particularly as to the County's responsibility in the <br />low cost housing area. Mr. Collins added that he would be glad to <br />answer any questions any of the members of the Board might have. <br />Chairman Eggert commented that the people she spoke to felt <br />that Victory Park is very strictly run and this new development <br />should be a good thing because it is very similar to Victory Park. <br />Commissioner Macht added that he had never seen a public <br />housing project run any better, and very few half as good. <br />Attorney Collins noted that Federal officials attended the <br />grand opening of Orangewood and Indian River County is quickly <br />becoming a model for other projects throughout the country. <br />Although the rezoning will allow 150 units, the Housing Authority <br />plans to only build 100 units which will leave a lot of room for a <br />buffer to meet the needs of the persons who expressed concern at <br />the Planning and Zoning meeting. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board unanimously adopted <br />Ordinance 92-43, amending the zoning ordinance and the <br />accompanying zoning map from RS -6 to RM -10 for the <br />property generally located between 49th Street and 47th <br />Street and between 40th Avenue and 35th Avenue, and <br />authorized County -initiated rezoning of Lots 1, 2, 3, <br />4, 5 and 10 from RS -6 to RM -10, as recommended by <br />staff. <br />44 <br />
