a domestic animal, and it has been 30 years since anyone died of <br />rabies in Florida, so the funding for rabies control was eliminated <br />in the Governor's budget 2 years ago. There are still incidents <br />involving foxes, skunks, raccoons and bats and we provide the serum <br />when needed. We have not quit the rabies program but have quit <br />investigating incidences of animal bites from domestic animals. <br />Commissioner Macht asked if Environmental Health reviewed the <br />air conditioning plans for the Indian River County Courthouse. <br />County Administrator Jim Chandler assured the Board that we <br />will not have the problem in our courthouse that Martin County <br />experienced. <br />Chairman Eggert asked for an explanation of what the <br />Environmental Health Department reviews regarding site plans. <br />Director Galanis explained that Environmental Health is <br />involved in aspects such as storage tanks for gasoline and other <br />chemicals, public water and private water systems, drainage, and <br />performs a broad overall environmental review of every site plan. <br />They work closely with Community Development. <br />Director Galanis commented that he appears before the Board <br />whenever Dr. Berman is not available. <br />County Attorney Charles Vitunac asked Director Galanis to give <br />the details of the Heritage Village case. <br />Director Galanis explained that Heritage Village had an <br />undersized wastewater treatment plant with a percolation pond. The <br />pond was very large but was in need of maintenance and did not <br />function properly. They had overflow 24 hours a day into a ditch <br />surrounding the park, with periodic incidences of failure of the <br />dike around the polishing pond, which resulted in effluent in the <br />streets and roads of the park.
