Peters <br />Vice President <br />Attorney Sam Block, representing Realcor of Vero Beach <br />Associates, owner of Countryside Mobile Home Community, addressed <br />the Board regarding a franchise which was entered into in 1980 and <br />modified twice since then. In a modification to the franchise <br />agreement, the water hook-up to the County system was extended to <br />the year 2002 and Attorney Block requested the same extension for <br />the wastewater portion. He stated that the mobile home owners <br />cannot afford the wastewater hook-up and they would rather put <br />their money into other items that will benefit them in their park. <br />Attorney Block reminded the Board that as a condition of the <br />franchise agreement, every time a mobile home is sold or turned <br />over, the County receives the impact fee for that unit. Since 1985 <br />the County has received 200 fees and can expect to receive 40 to 50 <br />each year. Attorney Block stated that the wastewater treatment <br />plant was built in 1981 and is at less than 50 percent capacity now <br />because it was built for two parks and one of the parks went on the <br />County system. There have been no violations and the system is up <br />to quality standards. He urged the Board to allow the park to <br />proceed with the present system and if there are problems, they can <br />be addressed. <br />Attorney Block pointed out that Mr. Ed Nelson and other <br />residents of Countryside were in the audience and were in agreement <br />with this request. <br />Attorney Block reported that the legislature is working on a <br />method of phasing in mobile home parks over 8 to 10 years and that <br />18 <br />
