r DEC 15 1992 <br />BOOK 88 F.V;E 206 <br />The Florida Communities Trust Program (FCT) has recently opened its <br />application period; this period extends from November 1, 1992 to <br />January 15, 1993. Running somewhat concurrently, the application <br />period for the next cycle of the Conservation and Recreation Lands <br />(CARL) Program ends January 30, 1993. <br />An additional funding opportunity exists with the St. Johns River <br />Water Management District (SJRWMD). Although the SJRWMD does not <br />have a set application submittal timeframe, cost share funds that <br />are currently available may be unavailable in the not -to -distant <br />future due to funding competition and allocation uncertainties. <br />At their last regular meeting on November 18, 1992 the LAAC <br />considered which of the land acquisition sites undergoing their <br />review are appropriate for submittal in the present matching funds <br />application cycle. LAAC recommended 5 sites for submittal under <br />the various programs, with two additional sites to be submitted <br />contingent upon further review at their next meeting (January 6, <br />1992)• The LAAC's recommendations are described in more detail in <br />the following section. <br />ALTERNATIVES & ANALYSIS <br />Overview of Funding Opportunities <br />As previously mentioned, there are a number of opportunities for <br />matching funds. These include: the Conservation and Recreation <br />Lands (CARL) program; the Florida Communities Trust (FCT) program; <br />the St. Johns River Water Management District (SJRWMD) cost -share <br />program; and the U.S. Fish and Wildlife Service joint acquisition <br />program. <br />Each of the programs or agencies have their <br />evaluating the merits of projects submitted to <br />consideration. Generally, the criteria can <br />follows. <br />Program/Agency <br />CARL <br />FCT <br />SJRWMD <br />USFWS <br />General Criteria <br />own criteria in <br />them for funding <br />be summarized as <br />Large projects, resources of statewide <br />significance <br />Implementation of comprehensive plan, <br />willing seller (close to appraised value) <br />Water resources improvement and management <br />Resources of national significance <br />Attached is a "State and Federal Funding Opportunities" matrix <br />relating to the 10 LAAC sites presently under acquisition <br />consideration, plus the Sebastian Scrub "GDC" tract now undergoing <br />review by LAAC. The matrix indicates staff's viewpoint on which <br />sites have the best potential for the various funding <br />opportunities. <br />30 <br />s � � <br />
