STUDY OF THE MOST COST-EFFECTIVE UTILIZATION OF THE WEST REGIONAL <br />SITE FOR AN EFFLUENT DISPOSAL SYSTEM <br />Robert O. Wisemen, environmental engineer, Department of <br />Utility Services, presented the following memo dated December 14, <br />1992. <br />DATE: DECEMBER 14, 1992 <br />TO: JAMES E. WISEMEN, P.E. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: STUDY OF THE MOST COST-EFFECTIVE UTILIZATION OF THE <br />WEST REGIONAL SITE FOR AN EFFLUENT DISPOSAL SYSTEM <br />INDIAN RIVER COUNTY PROJECT NO. IIS -92 -03 -ED <br />BACKGROUND <br />On June 2, 1992, the Board of County Commissioners authorized and <br />approved Work Authorization No. 1 and an agreement with Masteller <br />and Moler, Inc., to conduct the above -referenced study (see attached <br />agenda item). <br />ANALYSIS <br />Cost-effective and environmentally sensitive effluent disposal is <br />becoming a critical issue for Indian River County in general and <br />West and South Regional specifically in relating to the <br />Anti -degradation Law and the Indian River Lagoon Act, which became <br />effective June 1991. <br />The consultant has studied several methods of disposal using the <br />existing 230 acres of the West Regional site (Citrus Grove - 80 <br />acres, Sod Farm - 150 acres). Based on the study, the consultant <br />has selected the artificial wetland as the recommended method of <br />pretreatment prior to disposal of the effluent. <br />The Florida Department of Environmental Regulation has conceptually <br />given us their positive endorsement of this method of effluent <br />disposal, with specific requirements to meet as listed in their <br />letter dated October 29, 1992 (see attachment). <br />The Department of Utility Services recommends approval of the <br />submitted report of the study and seeks permission to negotiate with <br />Masteller and Moler, Inc., for design, permitting, services during <br />the bid proceeding, and project administration during construction. <br />The Department will bring the negotiated contract back to the Board <br />of County Commissioners for approval. <br />31 <br />DEC 2 21992 BOOK 8® F',1�F,384 <br />
