JAN 51993 <br />SOUK 88 F,,�,H 406 -7 <br />Since the subject property is located within a commercial/ <br />industrial node within the county's urban service area, the request <br />is consistent with Future Land Use Policy 1.15. <br />- Future Land Use Objective 5 <br />Future Land Use Objective 5 states that the county will provide for <br />a mix of land uses which permit and encourage a variety of <br />development patterns to accommodate a diversity of lifestyles. <br />Considering the applicant's plans for the site, granting this <br />request would encourage a diversity of development in this portion <br />of the county. Therefore, the requested zoning is consistent with <br />Future Land -Use Objective 5. <br />- Housing Objective 1, Economic Development Objective 8, and <br />Economic Development Policy 8.1 <br />Housing Objective 1 and Economic Development Objective 8 state that <br />the county shall reduce the cost of housing and ensure that it is <br />adequate, affordable, and available to all county residents, <br />including the 60% of county households in the very low, low, and <br />moderate income groups. Economic Development Policy 8.1 states <br />that the county shall create incentives to encourage the provision <br />of affordable housing. Since the applicant intends to develop the <br />site with housing, in conjunction with retail, the cost of <br />providing and maintaining the housing may be reduced. Therefore, <br />the rezoning request implements Housing Objective 1, Economic <br />Development Objective 8, and Economic Development Policy 8.1. <br />Potential Impact on Environmental Quality <br />It is staff's position that the requested zoning change will not <br />negatively impact the environmental quality of this previously <br />disturbed site. Since the property is less than one acre in size, <br />county native upland preservation regulations do not apply. Given <br />the disturbed nature of the site, however, this lack of <br />applicability is insignificant. Based upon its analysis, staff has <br />determined that the environmental impacts of development of the <br />subject property will be the same under either the current IL <br />zoning or the requested CG zoning. <br />Conclusion <br />The requested zoning is compatible with the surrounding area, <br />consistent with the goals, objectives, and policies of the <br />comprehensive plan, and meets all applicable concurrency criteria. <br />The subject property is located in an area deemed suitable for <br />commercial.uses, and the request has met all applicable criteria. <br />Staff supports the request. <br />Recommendation <br />Staff recommends that the Board of County Commissioners approve <br />this request to rezone the subject property from IL to CG. <br />24 <br />
