Chairman Bird opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Lonnie Powell, Dole Citrus, reported that Dole owns the <br />property north of the subject property, and for two years Dole has <br />been trying to get Public Works to deal with the drainage problem. <br />Commissioner Eggert commented that the drainage problem will <br />be dealt with as part of the contract for the last phase of Indian <br />River Boulevard. <br />Mr. Powell asked whether the drainage problem will be <br />addressed before any construction can be done on the subject <br />property. <br />Director Keating explained that a site plan would be required <br />to include retention of a certain amount of the runoff on site as <br />well as compensate for off-site runoff. <br />Ralph Lundy, Gifford Community Leader, just wanted to express <br />his community's appreciation of Commissioner Eggert's support while <br />she was Chairman of the Board. He congratulated the new Board <br />members and wished them a peaceful, prosperous, and productive <br />year. He expressed his desire to see the image of Gifford change <br />and emphasized that the area certainly needs improvement. He <br />emphasized that 45th Street is one of the most important streets in <br />the area and how important it is to develop the area for business, <br />not only for the residents but for the entire County. He envisions <br />having a County facility there for people to take care of their tax <br />bills and possibly a medical clinic if something could be worked <br />out with Indian River Memorial Hospital. He concluded that the <br />person making the rezoning request is a successful businesswoman <br />and he endorses her request. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously adopted* <br />Ordinance 93-2, amending the zoning ordinance and <br />tha 4c-companying zoning neap from IL to CG, for the <br />property generally located at the northwest corner <br />of 45th Street and the Florida East Coast RR tracks, <br />as recommended by staff. <br />25 <br />JAN 5 1993 Boa 88 FA u* 4 7 <br />
