-7 <br />BOOK 88 PA; <br />E 4 24 <br />Public Works Director Jim Davis explained more in detail the <br />requirements of the St. Johns River Water Management District <br />relating to the Consumptive Use Permit. <br />Golf Director Bob Komarinetz advised that the funding still <br />would come out of the golf course. The original budget was <br />$85,000, but since that time we have had to add additional <br />engineering services along the way. <br />Commissioner Adams asked and Director Davis explained that the <br />Water District has indicated that they need some: additional <br />engineering information. We need a comprehensive look at the Water <br />District for that whole area and how the irrigation of the golf <br />course affects that area. Right now, the Water District is not too <br />specific about what they will do and what they will not do.. <br />Director Davis advised that we would have to provide pipe sizes and <br />we need to show them the impacts on the SWIM lake. This is a <br />fairly new approach for golf course irrigation and two of golf <br />courses that have been built just recently in the area did not have <br />to go through this. The Water District is getting very restrictive <br />for ground water and surface water. <br />Director Komarinetz explained that we are looking for a <br />compromise from them. _.— <br />Commissioner Adams felt the Water District is going to require <br />us to do that in any case, and Director Davis advised that we are <br />looking at 7 hours to look at this to see what further engineering <br />services we need. Some of the permitting agencies such as the <br />Water District are constantly changing their rules and <br />requirements. <br />Commissioner Adams was concerned that maybe we would have to <br />come back and pay another $12,500 to determine if more engineering <br />services are necessary if the Water district changes their mind <br />again, and Commissioner Tippin made an observation that the <br />Water District is a good example of the bureaucracy at work in <br />Florida government today. He felt everyone should be aware of the <br />fantastic power they have, and cautioned that the Water District <br />could change their minds again, even as early as this afternoon. <br />Director Davis felt our permit was the first one that got <br />caught up in the irrigation permit requirements and believed that <br />the Water District is anticipating that we will come back with a <br />request for modification of the requirements. <br />42 <br />
