McCoy, AICP -41k <br />Senior Planner, Current Development <br />DATE: December 16, 1992 <br />SUBJECT: Indian River County Department of Utility Services <br />Request for Special Exception use approval to Construct <br />a North County Regional Reverse Osmosis Water Treatment <br />Plant <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of January 12, 1993. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />•General Background <br />Camp, Dresser, is McKee, Inc. has submitted an application for <br />special exception and major site plan approval on behalf of Indian <br />River County to construct a north county regional reverse osmosis <br />water treatment plant. Construction is proposed to occur in two <br />phases. <br />The 9.53 acre project site is located at the northwest corner of <br />77th Street and 58th Avenue, and is zoned RS -3. According to the <br />county's land development regulations, a regional reverse osmosis <br />water treatment plant is considered a heavy public utility and <br />requires special exception use approval in the RS -3 zoning <br />district. Therefore, the Board of County Commissioners must grant <br />special exception use approval for the project to go forward. <br />Phase I improvements are to consist of driveway and parking <br />improvements with a pump station, water storage facility and <br />stormwater management facility. The water storage facility <br />consists �ft one 3.0 million gallon storage tank having a height of <br />±55 feet. Phase II improvements will include additional parking, <br />the actual water treatment plant facility, and a second 3.0 million <br />gallon (±55 foot high) water storage facility. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />use based on the submitted site plan and the suitability of the <br />site for that use. The Board may approve, approve with conditions <br />or deny the special exception use. The County may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />47 <br />L_ JA eooK 8 8 F.k 1,; F52"1 <br />
