JAN 12 1993 <br />BOOK 88 FA,,,F 542 <br />ADOPT -A -ROADWAY PROGRAM <br />The Board reviewed the following memo dated January 4, 1993: <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E. <br />Public Works Director <br />FROM: Jeanne Bresett_ <br />Mae <br />Traffic Coord '`- <br />SUBJECT: Adopt -A -Roadway Program <br />DATE: January 4, 1993 <br />DESCRIPTION AND CONDITIONS <br />Various civic groups, churches, and homeowner's associations are <br />still expressing an interest in picking up litter along collector <br />and arterial roadways in Indian River County. For the past few <br />years, the F.D.O.T. has encouraged and administered the "Adopt -A - <br />Highway" Program in cooperation with the Clean Florida Commission. <br />The Public Works Department would like to administer the same type <br />of program called the "Adopt -A -Roadway" program which other <br />counties in Florida have been implementing. There are 26 out of 67 <br />counties in the State of Florida involved in the Adopt -A -Roadway <br />program. The County would incur the cost to fabricate and install <br />the signs at the adopted stretch of roadway and also the necessary <br />safety equipment for the groups. The estimated --total cost per <br />group is $250.00. We are estimating that 4 groups will start the <br />program this fiscal year (1992/1993). This will cost a total of <br />$1,000 for the 92/93 budget. <br />We are requesting your endorsement of the Adopt -A -Road program on <br />a preliminary reduced level and attached is a copy of the contract <br />necessary for the County to implement the program. <br />ALTERNATIVES & ANALYSIS <br />Alternative #1 - Approve the program and transfer funds to the <br />Road & Bridge Division's sign budget. <br />Alternative #2 - Not approve the program. <br />RECOMMENDATIONS & FUNDING <br />It was requested at budget hearings that $10,000 be appropriated in <br />the Road & Bridge Division's Budget. This request was denied <br />and the money was cut from the Road & Bridge Budget. However, <br />there is$1,000.00 available in Road & Bridge's other road <br />materials account #111-214-541-035.39 that could be transferred to <br />the Road & Bridge sign account. Staff recommends approval of the <br />program and would like to implement as soon as possible. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />the Adopt -A -Roadway Program and authorized the <br />transfer of $1, 000 from the Road and. Bridge Other <br />Road Materials Account to the Road and Bridge Sign <br />Account, as set forth in the above staff memorandum. <br />68 <br />
