M M M <br />a. The waiver would not allow vehicles to encroach upon <br />landscape or pedestrian areas (such areas shall be <br />protected by tire stops, curbing, or the equivalent); <br />b. The waiver would not allow vehicles to abut or "head <br />into" one another in any fashion other than bumper to <br />bumper [any bumper to fender (or side) parkin <br />configurations shall require tire stops, curbing, or the <br />equivalent]; <br />C. The waiver would not apply to spaces accessed from <br />driveways that serve as circulation driveways which <br />channel traffic around or through the site or parking lot <br />area; and <br />d. The site plan parking area and traffic circulation design <br />provide circulation driveways, as needed, to adequately <br />channelize traffic flow. <br />The application meets all of the above referenced criteria; <br />therefore, the Public Works Director and Community Development <br />Director have waived the tire stop requirement. <br />Note: Pursuant to section 954.08(5), the applicant could <br />request up to a 10% reduction in the amount of required <br />parking if more of the existing trees within the proposed <br />parking area were to be preserved. However, the applicant has <br />not opted to preserve more trees in the parking area since.the <br />minimum number of parking spaces acceptable to the applicant <br />(1,599) is being provided. Therefore, although county <br />regulations could allow more tree preservation in the parking <br />area, the applicant has stated that the minimum number of <br />parking spaces now proposed is essential to the project. <br />8. Traffic Impacts: The County Traffic Engineer has reviewed the <br />traffic impact analysis submitted with the PD plans and has <br />determined that the analysis is acceptable and that there are <br />no concurrency problems or level of service problems related <br />to project traffic. Furthermore, the analysis indicates that, <br />other than some S.R. 60 turn lane and median improvements as <br />well as 58th Avenue widening, no off-site traffic improvements <br />are required for the project (built -out, both phases). The <br />Public Works department has approved the proposed traffic <br />layout with the proposed traffic improvements. <br />The table below identifies each of the impacted roadway <br />segments associated with the proposed project. Since the <br />county's transportation level of service is based on peak <br />hour/peak season/peak direction characteristics, the traffic <br />impact analysis addressed project impact occurring in the peak <br />hour and affecting the peak direction of impacted roadways. <br />As indicated in the table below, there is sufficient capacity <br />in all of the affected segments to accommodate the traffic <br />projected to be associated with this project. <br />35 <br />L_ AN 191993 BOOK 88 F-nF.60 <br />
