M M M <br />15. Dedications and Improvements: As a site -related improvement, <br />the developer will be required to widen 58th Avenue south of <br />S.R. 60 to provide a south bound left turn lane into the site <br />from 58th Avenue. The applicant has committed to the left <br />turn lane improvements on 58th Avenue, and the improvements <br />are shown on the plans. <br />Detailed construction drawings for the 58th Avenue <br />improvements need to be reviewed and approved through the <br />county right-of-way permit review process. It is possible <br />that the applicant will need to acquire additional right-of- <br />way for the 58th Avenue widening and associated improvements. <br />Any necessary right-of-way will need to be acquired by the <br />applicant prior to approval of a right-of-way permit. The <br />applicant will need to obtain a right-of-way permit prior to <br />preliminary PD plan release. <br />Additional work will also be done along S.R. 60 to facilitate <br />the traffic overations on the site. <br />The applicant will be modifying the existing sidewalk along <br />the project's S.R. 60 frontage to construct a deceleration <br />lane into the site. The applicant will also be constructing <br />a sidewalk along the access driveway to 58th Avenue. These <br />sidewalk improvements will be integrated with future <br />improvements to provide adequate pedestrian circulation for <br />the commercial area. <br />16. Concurrency: The initial concurrency certificate applied for <br />in conjunction with the PD plan submittal has been reviewed <br />and approved, but has not been issued pending payment of <br />traffic impact fees. All utility and traffic system capacity <br />required to serve the project has been reserved. The <br />applicant has executed an agreement that states that all <br />impact fees associated with the project will be paid within 90 <br />days of PD plan approval. <br />17. Surrounding Land Use and Zoning: <br />North: S.R. 60; Single -Family Residential/RS-6 <br />South: Main Relief Canal; Proposed Single -Family <br />Subdivision, vacant/RS-2 <br />East: Vacant/CL <br />West: Restaurant, Office vacant/CG <br />CONCLUSION: <br />The requested PD rezoning and corresponding conceptual PD plan are <br />compatible with the surrounding area, consistent with the <br />Comprehensive Plan, meet all concurrency requirements, and are <br />consistent with the site's Commercial/Industrial land use <br />designation. It is staff's position that the subject property is <br />suitable for large, retail department stores given its size and <br />configuration as well as its proximity and direct access to S.R. 60 <br />and 58th Avenue. The preliminary PD plan is consistent with the <br />proposed PD rezoning and the conceptual PD plan, and meets or <br />exceeds applicable land development regulation requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the <br />proposed ordinance granting approval of the PD rezoning request and <br />PD conceptual plan. <br />ok, <br />� � 9 ��0% BOOK 818 F" r .� <br />
