rJAN 19 1993 BOOK 88 F,� 09 <br />Planning Director Stan Boling, with the aid of slides and <br />graphics, pointed out the features of the site plan. <br />Commissioners Eggert, Adams and Tippin were concerned about <br />the area behind the two buildings where trucks will be loading and <br />unloading. <br />Director Boling felt that the vegetative buffer along.with the <br />8 -foot concrete wall will be sufficient. There is a 350 -foot <br />right-of-way alongside a drainage canal which is under the <br />jurisdiction of Indian River Farms. That agency could clear that <br />right-of-way in the future, but for now that is additional buffer. <br />Commissioner Tippin discussed the green spaces in the parking <br />lot and suggested that they do not necessarily have to be <br />rectangular in shape. <br />Commissioner Adams appreciated that there is a large buffer on <br />the State Road 60 side of the site. <br />Fred Roth, of Michael B. Schorah & Associates, Inc., <br />representing Wal-Mart Stores, Inc., presented an aerial enlargement <br />on which were superimposed the proposed buildings and the large <br />trees which will be kept in place. He explained that the other <br />trees will be replanted. That process involves orienting the trees <br />not only to the same height but also facing the same direction as <br />originally planted. Mr. Roth discussed the requirements for <br />parking lots in various counties and assured the Board that Sam's <br />and Wal-Mart provide more parking than the County requires. He <br />described the building as a concrete block facility, which is more <br />attractive than prefabricated metal. The two stores will be side <br />by side and similar in design. The truck lanes are designed for <br />heavy-duty use and truck traffic will be kept separate from the <br />general parking traffic. <br />Chairman Bird felt that there should be more flexibility in <br />the design of the parking lot and the number of spaces. <br />Director Keating confirmed that Wal -Mart's parking lot <br />requirements are more stringent than the County's. Additionally, <br />we give them further flexibility of design to allow trees to remain <br />in place. <br />Commissioner Adams noted that Wal-Mart is taking pains to save <br />two endangered species of air plants which exist on several sabal <br />palms. <br />Nancy Offutt, Government Affairs Coordinator for Vero Beach - <br />Indian River County Board of Realtors, supported the project, felt <br />it is located in a commercial node, situated at a good intersection <br />and meets the objectives of several elements in the Comprehensive <br />Plan. She feels the community is anxious to see its completion and <br />urged the Board's support of the project. <br />40 <br />
