PINTO <br />DIRECTOR OF UTILI SERVICES <br />PREPARED WILLIAM F. cCAIN <br />AND STAFFED_ CAPITAL PR C INEER <br />BY: DEPAR UTILITY SERVICES <br />SUBJECT: PROPOSED CHANGE ORDERS - CONSTRUCTION OF THE C.R. 512 <br />COMMERCIAL NODE - WATER AND WASTEWATER SERVICE <br />IRC PROJECT NUMBERS: US -92 -24 -CS AND UW -92 -23 -DS <br />BACKGROUND <br />On August , 1992, the Indian River County Board of County <br />Commissioners approved the design and construction of master -planned <br />water and sewer lines to the intersection of C.R. 512 and *I-95 <br />(commercial node). (See attached agenda item and minutes.) The <br />project is currently in the permitting stage with DER and is on <br />schedule. (See attached cost summary and schedule.) <br />ANALYSIS <br />As can be seen from the attached schedule, if standard bidding and <br />construction procedures are utilized, construction could not begin <br />until March 30, 1993 at the earliest. With a 120 -day construction <br />time, this process could be shortened by ± 3 months if change orders <br />to existing contracts were utilized. The original cost estimates <br />for the water and sewer service, respectively, were $684,720.00 and <br />$250,000.00. We feel that negotiated change orders to the existing <br />contracts (which terminate at the beginning of this project, see <br />attached maps) with Boyce Company (water) and Owl and Associates <br />(sewer) would save the County both time and money.
