BOOK 88 Pv, ( 9 <br />FEB 2 1993 <br />ALTEMATrM AND MLySIS <br />Since the application deadline was January 26, 1993, staff <br />has submitted the application. Revisions can be made if <br />necessary. The alternatives presented are as follows: <br />Alternative No. 1 <br />Approve the application as submitted. <br />Alternative No. 2 <br />Submit revisions to Department of Environmental <br />Regulation as directed by the Board. <br />Staff recommends approval of the application as presented. <br />No funding is applicable at this time. <br />Public Works Director Jim Davis advised that Mike Walther of <br />Coastal Tech is here today to answer any questions the Board may <br />have as he has worked extensively on the application with County <br />staff. The application is very similar to the one that was filed <br />back in 1987 when the County had sponsorship of the project. <br />Incorporated into the new application are the studies that were <br />done in the late 1980s and the most recent one by the City of Vero <br />Beach Planning Department. The application has been filed already <br />because the deadline was up last week, but there is an opportunity <br />to submit any changes the Board may have, and, hopefully, they will <br />accept those changes. <br />Commissioner Macht inquired about the most recent cost <br />estimate from the Corps of Engineers, and Mr. Walther explained <br />that the cost estimate that is reflected in this application was <br />developed in 1987 and revalidated in 1989. <br />Commissioner Adams asked what is considered the "life of a <br />project", and Mr. Walther explained that 50 years is considered the <br />life of a project under federal guidelines. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />Alternate #1, as recommended by staff. <br />30 <br />
