BOOK 8 8 PAVE 1 6 -7 <br />but go about his life and put this behind him and try to learn -from <br />whatever mistakes that were made. <br />With that said, Chairman Bird asked if Mr. Hallquist had any <br />problem with him sitting on this Board making a determination on <br />his appeal, and Mr. Hallquist indicated that he did not. <br />Mr. Hallquist proceeded to present his case. He stated that <br />he has been a faithful and loyal employee of the County for over 9 <br />years. He has been affiliated with the Red Cross (lifesaving) for <br />over 20 years. He noted that the initial letter and all the <br />meetings that were held were based on a great deal of hearsay. <br />While employed by the County, he has worked under different <br />supervisors and each of those supervisors dealt with him in <br />different ways. A few years back he was placed under the <br />supervision of Pat Callahan. The first argument he had with Pat <br />Callahan was over the use of yellow caution flags on the beach. He <br />mentioned the rivalry between the City and the County lifeguards. <br />When he requested yellow caution flags and gave her several good <br />reasons for using yellow flags, one being that they are used by the <br />American Red Cross, Mrs. Callahan said that the County doesn't go <br />by the American Red Cross. He told her that he had been certified <br />under the American Red Cross all along. Mr. Hallquist felt there <br />was some animosity towards the American Red Cross. Ever since <br />then, he felt there was some discrimination going on perhaps <br />because he told her this program wasn't exactly right. After <br />that, unfortunately, there was a drowning and Mrs. Callahan <br />recruited a very professional man to replace the City lifeguard <br />captain, and right away he got everything he requested. Mr. <br />Hallquist stated that he would go to Mrs. Callahan and request the <br />same type of things and she would say that she was sorry, but it <br />was a different budget from that of the County. He felt that the <br />City lifeguards getting everything they requested when the County <br />lifeguards did not has caused a great deal of animosity. There <br />seemed to be a constant battle between the City and the County <br />programs. The County lifeguards got a new beach to cover, but no <br />new lifeguard to cover it, which is why he cut back on breaks, etc. <br />He had his lifeguards tighten their belts and cover for one another <br />and work alone instead of in teams. After that, his lifeguards <br />started doing pranks on him on a constant basis. These were stupid <br />things and it started to really upset and depress him. He told Pat <br />Callahan about this, but he got the same answer about the budgets <br />being different. Meanwhile the City lifeguards started having <br />meetings for which they were paid overtime, and he heard that the <br />City seemed to have an agenda to make the City's program more <br />professional than the County's.
