(tape inaudible) <br />Mr. Hallquist stated that he has never done anything to hamper <br />his ability to do his job. He was doing the best he could. He <br />noted that once when he was taking photographs to show how the <br />lifeguards appear to the public, a man made an obscene gesture <br />toward him. Mr. Hallquist circulated the photographs among the <br />Commissioners. <br />Commissioner Eggert asked Mr. Hallquist to identify the man, <br />and Mr. Hallquist said that ... (tape inaudible) <br />At this point, Mr. Hallquist read into the record the <br />following letter signed by 6 of the 9 lifeguards under his <br />supervision. <br />September iZ, 1992 <br />Dear Pat Callahan, (and -whomever else this may concern) <br />We, the lifeguards of Indian River County, <br />regret to inform you that we have reason to believe that a certain <br />lifeguard, employed by Indian River County, is involved with the <br />illegal possesion and smoking of marijuana while on duty. The <br />lifeguard's name is Chad Summerlin, and has been working at the <br />beach under the influence of "pot" and has left the tower reaking <br />Of it's smell after he had been the only one working at that station. <br />This has all been reported to our supervisor, but to this day, no <br />satisfactory results have been administered. This type of behavior' <br />is damaging to -the credibility of the lifeguard profession.
