® � r <br />First, Attorney Collins wished to ask Mrs. Callahan a few <br />questions before she left the podium. He asked if she came away <br />from her meetings with Jon Hallquist and the other lifeguards with <br />the totality of an impression that Mr. Hallquist was a current user <br />of marijuana, and Mrs. Callahan answered, "Yes." <br />Attorney Collins asked Mrs. Callahan if it was her <br />determination from meeting with Mr. Hallquist and the other <br />lifeguards that the use tended to affect his relationship with his <br />job and fellow workers and, potentially, the reputation of the <br />lifeguard corps in the community, and Mrs. Callahan answered, <br />"Yes." <br />Mrs. Callahan stated that she has worked with lifeguards for <br />many years now and has found that very rarely does a group band <br />against their supervisor. <br />Mr. Hallquist rebutted that during the last few evaluations, <br />Mrs. Callahan told him that he was too nice of a guy and needed to <br />be more of a disciplinarian. In addition, on several occasions <br />throughout the year Mrs. Callahan warned him that he had to be <br />careful because the lifeguards would test him. Mr. Hallquist asked <br />Mrs. Callahan if that was true, and Mrs. Callahan said, "Yes." <br />Mr. Hallquist understood then that she had expected his <br />lifeguards to band against him, but Mrs. Callahan said that she <br />told him she expected the lifeguards to test him, not band against <br />him. <br />Commissioner Eggert inquired whether Mr. Hallquist had <br />responded to Chad Summerlin's smoking marijuana, and Mr. Hallquist <br />stated that within two days he talked with Chad and told him that <br />it was brought to his attention that he had been smoking marijuana <br />in the parking lot with surfers, and Chad denied that. He <br />suggested to Chad that he not hang out with the surfers and not <br />look like he did. He wrote him up that day on the fact that he was <br />in the water when he should not have been, rather than bringing out <br />the allegations because he had no proof, just hearsay. Throughout <br />the years a lot of people have accused him of using drugs, and he <br />wondered you respond to an accusation except by denial. The <br />firefighters and the EMS have a policy that assures that justice is <br />served because apparently a lot of allegations are made about <br />firefighters. He noted that he had a copy of their policy which is <br />quite extensive, and under their regulations and procedures he <br />would be protected from this sort of injustice.
