That is the frustrating <br />effect of CCNA in not knowing the actual dollars and cents until <br />you get into the actual negotiations. <br />Commissioner Adams wished to know whether state law requires <br />us to follow CCNA procedures on architects, consulting engineers <br />and landscape architects, and Administrator Chandler confirmed <br />that. He added that there are situations where firms have a mix of <br />disciplines, which presents a questionable situation. It is a <br />time-consuming process for staff and the consultant to put their <br />proposals together, but the County has felt it is worthwhile to go <br />through the entire procedure for consulting services. <br />Director Pinto stated, and Administrator Chandler agreed that <br />it is a complex process. We must be cautious, especially in large <br />projects like a water or wastewater treatment plant which are <br />highly technical. By hiring the low -bid engineering firm, which <br />may not have adequate background and personnel, we may pay a <br />hundred times over for mistakes that are made. <br />Director Pinto further commented that the RFPs from the <br />Utilities Department include a request for a list of the projects <br />the firm has completed over the past five years, the bid price of <br />those projects, the final price., the estimated time of completion <br />and the actual time for completion. He contended that if <br />consultants within the county were asked why they do not flock to <br />the County for work, the answer would be that it is because staff <br />negotiates intensely. He assured the Board that he would match our <br />costs with any place in the state or country. He represented that <br />we have received $90 million worth of utilities with very few <br />mistakes. <br />Commissioner Eggert indicated that she has been asked how <br />underwriters are qualified. <br />Administrator Chandler responded that underwriters are <br />prequalified every two or three years and we keep that list <br />available. When an individual bond issue comes out we ask for <br />detailed proposals on that particular bond issue.
