ReatingAIC <br />Community Development rector <br />AS <br />THROUGH: Stan Boling,, AICP <br />Planning Director <br />FROM: Eric Blad/ <br />Staff Pla r, Current Development <br />DATE: February 10, 1993 <br />SUBJECT: Riverside Church Assembly of God's Request for Special <br />Exception Use Approval for an Expansion to a Place of <br />Worship [92110041-001/AA-93-02-015] <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 23, 1993. <br />DESCRIPTION AND CONDITIONS: <br />John Dean & Associates has submitted an application for site plan <br />and special exception use approval on behalf of the Riverside <br />Church Assembly of God to expand.the existing place --of worship at <br />11205 Roseland Road. The proposed expansion consists of adding a <br />third modular classroom/office unit to the north side of the site. <br />Since the site is located within a RS -1 zoning district, special <br />exception use approval must be granted for the expansion. <br />Staff have reviewed the submitted proposal and have granted <br />administrative site plan approval subject to the granting of <br />special exception use approval. At its January 14, 1993 meeting, <br />the Planning and Zoning Commission unanimously recommended that the <br />Board of County Commissioners grant special exception use approval. <br />The Board of County Commissioners must now take final action on the <br />special exception use request. If the Board grants special <br />exception use approval, the administrative site plan approval will <br />become effective. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as to <br />number, area, location, and/or relationship to the vicinity, such <br />uses would not adversely impact the public health, safety, comfort, <br />good order, appearance, convenience, morals and general welfare and <br />as such would be compatible with permitted uses within the <br />particular zoning district.
