r o r <br />APPROVAL OF RESOLUTION ADOPTING B911 CAPITAL IMPROVEMENT PROGRAM <br />AND CAPITAL EXPENDITURES - BUDGET AMENDMENT 016 <br />The Board reviewed the following memo dated February 19, 1993: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandl r, C unty Administrator <br />FROM: Doug Wright{, Director <br />Emergency Services <br />DATE: February 19, 1993 <br />SUBJECT: Approval of Resolution Adopting E911 Capital <br />Improvement Program and Capital Expenditures <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />In 1991, the Florida Legislature revised Chapter 365.171, Florida <br />Statutes, which, among other things, provides for unspent 911 <br />surcharge accumulated moneys to be carried over each year for the <br />purpose of a capital improvement program. The law requires that the <br />projected expansion or replacement program expenditures for 911 <br />equipment be adopted by resolution of the Board of County <br />Commissioners. <br />Staff has identified an unspent balance of $300,000 in the 911 <br />surcharge revenue account which would be used for capital improvement <br />and replacement of equipment at the primary and secondary Public <br />Safety Answering Points. It is proposed that the following plan be <br />approved and adopted by the Board of County Commissioners: <br />INDIAN RIVER COUNTY E911 CAPITAL IMPROVEMENT PLAN <br />Indian River County has identified that improvements to the existing <br />E911 system are necessary relating to replacing out dated consoles <br />and associated equipment which are not equipped to handle public <br />safety advanced informational services. An evaluation of both <br />present and emerging technologies identify that existing equipment is <br />dependent on obsolete features and functionality which will become <br />increasingly ineffective without major improvements. <br />The features now incorporated into ANI, ALI, and selective routing <br />architecture are unsuitable and incompatible for the new technology <br />coming on line. Limited data presentation on screen for E911 staff <br />limits and impairs a more timely response in tracking events without <br />multiple physical functions on the part of the operator. Therefore, <br />console efficiency and equipment associated with multi -functions and <br />capabilities has been determined to be a priority and revenue <br />expenditure is initially focused on this realm of system upgrade. <br />35 <br />MAR ® 2 199,3 Boa 88 PnE963 <br />
