Thompson, P.E. <br />Capital Projects Manage <br />SUBJECT: Archie Carr Sea Turtle Refuge <br />Interim Lease Agreements <br />No. 3968 (Dean Chevrolet/Kennedy - Hunter Parcel) <br />No. 3969 (Fernandez Ocean Hideaway/Balogh Parcel) <br />DATE: February 18, 1993 <br />DESCRIPTION AND CONDITIONS <br />At the December 3, 1992 meeting of the Parks and Recreation <br />Committee, draft forms of the attached Interim Lease <br />Agreements were considered. Dawn - Griffin from the <br />Department of Natural Resources (DNR) and Dorn Whitmore from <br />the United States Fish and Wildlife Services (USFWS) <br />attended the meeting to represent their respective agencies. <br />The Parks and Recreation Committee was concerned that if the <br />County executes these leases, it might jeopardize possible <br />future development of the Treasure Shores Park property. <br />The DNR assured the Committee that the leases would have no <br />effect on future development options. The leases were <br />intended to provide the County with some options in case <br />USFWS does not allow development in certain areas of the <br />Treasure Shores Park property. If the County does not enter <br />into these interim leases, the land will be leased to USFWS <br />for the Archie Carr Sea Turtle Refuge. <br />The USFWS indicated that a more intensive beach mouse survey <br />must be performed before any further development of the <br />Treasure Shores Park property. They also indicated that the <br />County will probably have to develop a Habitat Conservation <br />Plan prior to further development. <br />The Interim Lease Agreements have now been finalized. The <br />attorneys from all three agencies (County, State and <br />Federal) have reviewed and approved their content and form. <br />Attached is the finalized Interim Lease Agreements whereby <br />Indian River County and the USFWS agree to enter into joint' <br />management of State-owned sites identified on the attached <br />map. <br />KA_Ztsi�; i I I ov•i 40 <br />Staff recommends that the Board authorize the Chairman to <br />execute the attached Interim Lease Acreements_ <br />40 <br />M M M <br />
