MACMILI AN, RANDY MACMILLAN, & HUGH SUHR <br />SUBJECT: PROPOSED AIRPORT ZONING AROUND THE HIBISCUS AIRPORT <br />OUR PROPERTY IS LOCATED ON THE SOUTHEAST CORNER OF STATE ROAD #60 & <br />98th AVENUE. 98th AVENUE IS IS A MAJOR NORTH -SOUTH THOROUGHFARE ON THE <br />20 YEAR COUNTY PLAN. THE HIBISCUS AIRPORT IS LOCATED DIRECTLY SOUTH OF <br />OUR PROPERTY. OUR PROPERTY IS RECTANGULAR IN SHAPE Wr1H 1043' FRONTAGE <br />ON STATE ROAD #60 AND 581' FRONTAGE ON 98th AVENUE. IT IS APPROXIMATELY <br />13.96 ACRES. WE PURCHASED THE PROPERTY IN 1989 FOR 5430,000. BEFORE <br />PURCHASING THE PROPERTY, R.J. SPOKE WPIH THE INDIAN RIVER COUN'T'Y ZONING <br />DEPARTMENT AND WAS INFORMED THAT THE PROPERTY WAS ZONED GENERAL <br />COMMERCIAL. HE WAS NOT TOLD OF ANY PROBLEMS ASSOCIATED WITH <br />DEVELOPING THE PROPERTY DUE TO THE AIRPORT. WE PURCHASED THE <br />PROPERTY FOR FUTURE USE AS A GAS STATION (MACMul AN OIL CO), HOTEL, <br />RESTAURANT OR RETAIL. THESE USES ARE THE HIGHEST AND BEST USE SINCE THE <br />I-95 INTERSECTION IS SO CLOSE. WE ARE VERY CONCERNED ABOUT THE PROPOSED <br />ORDINANCE SINCE IT DECITASES OUR PROPERTY USES & VALUE SUBSTANTIALLY. <br />OUR PROPERTY IS UNIQUE IN THAT IT HAS A 75' UNDERGROUND GAS <br />TRANSMISSION EASEMENT ALONG THE EAST SIDE OF THE PROPERTY THAT LIMITS <br />CONSTRUCTION ON THE EASTERN 1/4. AS YOU CAN SEE, WE WERE COUNTING ON <br />DEVELOPING THE AREA ON THE WEST SIDE WHICH IS SEVERELY AFFECTED BY THE <br />PROPOSED ORDINANCE. <br />FACTS TO CONSIDER REGARDING THE HIBISCUS AIRPORT <br />1. THE AIRPLANES USING THIS SMALL PRIVATELY OWNED AIRPORT ARE CROP <br />DUSTERS, AND SMALL PLANES. THE CROP DUSTERS HAVE LARGER ENGINES WHICH <br />ALLOWS THEM TO CLIMB QUICKLY AND BE MORE MANEUVERABLE. <br />2. THERE ARE VERY FEW FLIGHTS A DAY. THERE IS A NOMINAL AMOUNT OF <br />PUBLIC TRAFFIC OTHER THAN CROP DUSTERS (PROFESSIONAL PILOTS THAT ARE <br />TI AIlVED TO FLY LOW). <br />3. THE AIRPORT HAS A GRASS RUNWAY, NO TOWER, AND IS NOT INSTRUMENT <br />RATED. <br />14 <br />
