FF__ <br />lin - 91993 <br />FEDERAL FUNCTIONAL CLASSIFICATION <br />BOOK 1041 <br />The Board reviewed the following memo dated 3/2/93: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP#4k, <br />Community Development Director <br />DATE: March 2, 1993 <br />SUBJECT: FEDERAL FUNCTIONAL CLASSIFICATION <br />It is requested that the information presented herein be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of March 9, 1993. <br />DESCRIPTION & CONDITIONS: <br />Federal functional classification is an issue being addressed <br />primarily by the Metropolitan Planning Organization (MPO). The <br />MPO, however, has jurisdiction only for .those areas within its <br />boundaries. Since all land outside of the MPO's boundary consists <br />of unincorporated area, the Board of County Commissioners has <br />jurisdiction there. <br />As per Florida Department of Transportation (FDOT) requirements, <br />MPO's must approve federal functional classifications within their <br />jurisdictions, while applicable local governments must approve <br />federal functional classifications outside of MPO areas. For <br />Indian River County, that will require that the Board of County <br />Commissioners adopt a resolution approving the proposed federal <br />functional classification for non -MPO areas. The attached map <br />depicts -the MPO boundary in the county. <br />• Background <br />At its January, 1993 meeting, the MPO'Technical Advisory Committee <br />(TAC) considered the issue of federal functional classification. <br />Mandated by the Federal Highway Administration (FHWA), federal <br />functional classification must occur at least every ten years. The <br />process involves identifying every roadway in the County and <br />classifying each roadway based upon the trip purposes served by the <br />roadway. Once established, federal functional classification will <br />be used as a basis for determining which'roads will be eligible for <br />federal funding. <br />To functionally classify the roadways in Indian River County, <br />Florida Department of Transportation (FDOT) District 4 staff met <br />with county staff and staff members of municipalities within the <br />county in .November, 1992. Based upon this meeting, an initial <br />classification was assigned to each roadway in the County. <br />Upon consideration of the draft classification at its January, 1993 <br />meeting, the MPO TAC noted several problems with the <br />classification. Most of these problems related to incorrect <br />roadway designations or roadway segments omitted from the list. No <br />problems were noted with the classification proposed for roadways. <br />Because of the problems identified, the MPO TAC requested that TAC <br />members provide MPO staff with comments on the proposed <br />classification and directed staff to inform FDOT of the <br />recommended changes. Subsequent to the TAC meeting, staff <br />presented the issue of Federal -Functional classification as an <br />informational item to the MPO at its January meeting. <br />36 <br />
