Federal Functional Classification <br />March 2, 1993 <br />Page 2 <br />Since the January, 1993 MPO TAC meeting, MPO staff has provided <br />comments to FDOT regarding the proposed federal functional <br />classification. These comments consisted of a number of <br />recommended changes to the proposed federal functional <br />classification identified by the City of Vero Beach staff and the <br />Indian River County staff. <br />FDOT has incorporated the recommended changes in a revised federal <br />functional classification for roadways in Indian River County. <br />These classifications for roadways identified as collector or above <br />are reflected in the attached printout. A map graphically <br />depicting these roadways and their classifications is also <br />available; however, because the map is not reproducible it is not <br />attached. <br />At its meeting of February 26, 1993, the MPO TAC considered the <br />revised Federal Functional classification, approved the revised <br />classification with three changes, and recommended that the MPO <br />adopt a resolution approving the revised classification. As <br />modified by the TAC, the functional classification recognizes that <br />both 41st St. and 45th St. will extend from U.S.#1 to the future <br />extension of Indian River Blvd. The third change involved <br />correcting the alignment of the proposed Perimeter Road on the <br />classification map. These changes have been made by staff. <br />While the MPO is scheduled to consider the issue of federal <br />functional classification at its meeting of March 10, 1993, the <br />Board of County Commissioners must now consider federal functional <br />classification for roadways located outside of the MPO boundary and <br />approve the classification, if acceptable. A draft resolution is <br />attached for the Board's consideration. <br />ALTERNATIVES & ANALYSIS: <br />As structured, federal functional classification is a simple and <br />straight -forward process. It involves identification of all <br />roadways in the County and evaluation of each roadway to determine <br />which of twelve specific trip purposes the roadway serves. These <br />trip purposes are listed in the attached excerpt from federal <br />functional classification rules. <br />Based upon the number of and type of trip purposes identified, each <br />roadway has been assigned a classification. The attached printout <br />identifies the proposed classification as well as the trip purpose <br />or purposes identified for each roadway classified as collector or <br />above. Since the Board may address only that area outside of the <br />MPO boundaries and because that area is rural in nature, there are <br />a limited number of roads there which are classified as collector <br />or above. Among those roadways classified as collector or above <br />with at least some portion of the roadway located outside of the <br />MPO area are: SR 60, I-95, CR 512, CR 507, CR 619, 66th Avenue, <br />Blue Cypress Lake Road, and the Turnpike. <br />In reviewing the draft federal functional classification of roads <br />within the county, it is not appropriate to recommend that the <br />classification of a roadway be changed. Instead, the trip purposes <br />assigned to the roadway should be proposed for change, if <br />appropriate. Based upon a change in trip purposes served, a <br />roadway's classification may or may not change. <br />It is staff's position that the attached printout represents an <br />adequate federal functional classification of roadways within the <br />County. With the recent changes made by FDOT, the revised <br />classification incorporates all changes recommended by the staffs <br />of the county and the municipalities within the County. For that <br />reason, staff recommends that the Board of County Commissioners <br />review the proposed classification, identify any needed changes, <br />37 <br />MAR - 9 1993 83 1;042. <br />
