REQUEST FROM THE SEBASTIAN CITY COUNCIL FOR WITHDRAWAL OF THE <br />"SEBASTIAN SCRUB" FCT GRANT APPLICATION <br />The Board reviewed the following memo dated 3/1/93: <br />TO: James E. DeBlois; AICP <br />Chief, Environmental Planning <br />DATE: March 1, 1993 <br />RE: Sebastian City Council Request for Withdrawal of the <br />"Sebastian Scrub" FCT Grant Application <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 9, 1993. <br />DESCRIPTION AND CONDITIONS <br />On January 27, 1993, county staff appeared before the Sebastian <br />City Council to request the Council's support for one of the <br />County's Florida Communities Trust (FCT) land acquisition <br />applications. Located within the corporate limits of the City of <br />Sebastian, the +66 acre "Sebastian Scrub" site, owned by Atlantic <br />Gulf Communities, was submitted to FCT for a matching fund <br />acquisition grant. <br />After some discussion, the Council voted 3 to 1 to pass a motion <br />requesting that "Indian River County withdraw the application [and] <br />for this particular land to remain in our City as industrial zoned <br />properties for development" (see attached). <br />This matter is presented to the Board of County Commissioners for <br />consideration of the request for application withdrawal. <br />Background <br />On November 18, 1992, the County Land Acquisition Advisory <br />Committee (LAAC) conceptually approved staff's request for <br />authorization to submit an FCT grant application for the +66 acre <br />"Sebastian Scrub" tract. LAAC's authorization was contingent upon <br />further review, and. upon approval by the Board of County <br />Commissioners and the Sebastian City Council. <br />On December 15, 1992, the Board of County Commissioners approved <br />the submittal of the Sebastian Scrub site for FCT matching funds, <br />contingent upon final approval by LAAC and concurrence by the <br />Sebastian Council. LAAC granted final submittal approval at their <br />January 6, 1993 meeting, pending City Council review. <br />On December 14, 1993, staff sent a letter to Bruce Cooper, Director <br />of Sebastian Community Development, requesting that the matter be <br />scheduled for City Council consideration, preferably before the <br />44 <br />booK 88 F�vU QU O <br />A <br />
