BOOK 88 u,� 4051 <br />January 15, 1993 FCT application submittal deadline. <br />was a follow-up to a previous staff phone discussion with <br />Cooper on the subject. The item was originallyscheduled The letter <br />January 6, 1993 Council meeting, but was ooJan for the <br />1993 due to an overloaded agenda. Postponed to January 27, <br />Consequently, the application was submitted to the state before the <br />Council's January 27th review, in order to meet the submittal <br />deadline. It was submitted under the premise that the application <br />could later be withdrawn if necessary. <br />At their meeting on February 24, 1993, in consideration of the <br />Council's request, LAAC voted to recommend that the Board of County <br />Commissioners withdraw the "Sebastian Scrub" FCT grant application. <br />ALTERNATIVES & ANALYSIS <br />FCT Requirements <br />Florida Communities Trust staff have indicated that under their <br />program criteria, approval by the Sebastian City Council would <br />eventually be required, because the subject property is wholly <br />within the City of Sebastian. <br />Technically,_ if the County wished to pursue acquisition of the <br />subject property without FCT grant funds, City Council approval <br />would not be a prerequisite. Atlantic Gulf Communities' <br />representative has indicated that they are more than willing to <br />sell the property to the County, to the extent that they would <br />consider selling it at 80% of appraised value if the County <br />acquired it in the coming year. However, in the interest of <br />intergovernmental coordination and cooperation, County acquisition <br />without City concurrence is not recommended. <br />RECOMMENDATIONS <br />Staff recommends that the Board of County Commissioners direct <br />staff to withdraw the Sebastian Scrub FCT grant application, based <br />on the request of the Sebastian City Council. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously directed <br />staff to withdraw the Sebastian Scrub FCT grant <br />application, based on the request of the Sebastian <br />City Council. <br />RESOLUTION AMENDING THE FEES PENALTIES AND PROCEDURES RELATED TO <br />THE ENFORCEMENT OF THE ANIMAL CONTROL ORDINANCE <br />The Board reviewed the following memo dated 3/1/93: <br />45 <br />
