ANALYSIS• <br />After completing an analysis of the required sample data, it was <br />determined that 17 of the 60 sites exceeded the .015 ppm regulation <br />level. We are now required to mail notice to customers as outlined <br />in the DER requirements, and are proceeding to do so. As can be <br />seen from the attached lead and copper regulation summary, a <br />corrosion control study must be complete by July of 1995; however, <br />the Utilities Department is already 90% complete with this study in <br />conjunction with Betz Entec chemical company (a manufacturer of <br />corrosion;control chemicals). The Utilities Department is proposing <br />to sole source its corrosion inhibitors from this company for one <br />year to allow the completion of a full scale corrosion test into our <br />distribution system. <br />We are therefore seeking approval to sole source the County�s <br />corrosion inhibitor and injection system from Betz Entec for both <br />the South County and North Beach R.O. facilities at a yearly cost <br />not to exceed $40,000.00 for South County and $6,000.00 for North <br />Beach. Also, an additional $5,000.00 will be expended per plant for <br />construction of concrete pads to support the bulk chemical storage <br />tanks. The total cost of these systems will be offset by as much as <br />30% by a corresponding reduction in the use of caustic soda for pH <br />adjustment at both plants. <br />At the end of the one-year period (if all testing is positive), we <br />will bid this service out through the Purchasing Department. All of <br />our remaining smaller plants (i.e., North Beach, Rivers Edge, <br />Pelican Pointe, Hobart Landing, Copeland Landing) are required to be <br />sampled between July 1993 and December 1993, a program that we are <br />proceeding with; however, we wish to install a full-scale corrosion <br />inhibitor system immediately at both the South County R.O. and North <br />Beach R.O. facilities. Installation at the North Beach facility <br />should eliminate the possibility of any failed samples there. We <br />are further proposing to have our water plant continuing services <br />engineer, Camp Dresser & McKee Inc. (CDM), handle all plant permit <br />modifications, as they are a recognized expert in this field. The <br />upper limit for the permit modification services we are requesting <br />is $5,000.00. <br />RECOMMENDATION• <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the following actions: <br />1) Approval to sole source the County's corrosion inhibitor <br />systems as outlined above, and <br />2) Approval to utilize our water plant continuing services <br />engineer to perform the required permit modification at <br />both R.O. facilities. Fees for these services are not to <br />exceed $5,000.00. <br />Commissioner Macht questioned the PH level and Bill McCain, <br />capital projects engineer, advised that right now we are running at <br />8.5 which is what has kept us in compliance. <br />Utilities Director Terry Pinto felt the best recommendation is <br />to let the water run awhile when it has not been turned on for <br />awhile. <br />Commissioner Adams objected to us being required to go into <br />homes to see if they have high lead levels in their plumbing and <br />she hoped that they don't come back at some time in the future and <br />ask us to go into every home. She felt this is just another case <br />of being overregulated. Next thing you know, we will be asked to <br />go into peoples' homes to see if there is any radiation leaking <br />from their microwave ovens. <br />Director Pinto stressed that this is not just a state <br />requirement, it is a national effort. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />Items #1 and #2 as set out in the above staff <br />recommendation. <br />C, <br />MAR - 9 1993 <br />BOOK 88 F.gF 1® 8 <br />
