MAR - 9 199,3 <br />pp <br />BOOK 88 <br />Commissioner Adams asked how the 4 firms were selected, and <br />Utilities Director Terry Pinto explained that in the short-list <br />process they do a point grade on all of the firms and pick the top <br />4. The Selection Committee determines how many firms will be <br />interviewed, but we are only required to interview 3. McCAIN <br />CAPITAL ENGINEER <br />DEPARIJ F UTILITY SERVICES <br />SUBJECT: LEAD AND COPPER TEST REQUIREMENTS AND RESULTS FOR <br />INDIAN RIVER COUNTY SOUTH COUNTY R.O. FACILITY <br />BACKGROUND.• <br />In 1992, the Environmental Protection Agency (EPA) promulgated a new <br />lead and copper regulation, stemming from the 1986 Safe Drinking <br />Water Act passed by Congress. To comply with this regulation: <br />1) The Utilities Department was required to submit a lead and <br />copper sampling plan to the Department of Environmental <br />Regulation (DER) by July 1992 (see attached). <br />2) The Utilities Department was required. to take 60 total <br />samples (at the tap) after a six -hour waiting period to <br />allow the detection of any lead leaching that may be <br />occurring in the homes" plumbing systems. These sample <br />results were submitted to DER on January 1, 1993 (see <br />attached test results). <br />3) If a sample exceeded .015 ppm, notice must be provided to <br />failed sites, as well as all customers (see attached <br />letters). <br />4) Also see• attached summary of EPA lead* and copper <br />regulation requirements. <br />61 <br />
