IIS -92 -36 -CS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On August 4, 1992, the Board of County Commissioners of Indian River <br />County unanimously authorized staff to proceed with engineering for <br />the design of the extension of utility lines on C.R. 512 from the <br />Sebastian Middle School to I-95 to be funded through impact fees, <br />and the design of utility lines for 102nd Terrace to be funded by <br />assessment. Design service is under way, and we are ready to begin <br />the assessment process associated with this project. (See attached <br />agenda item and minutes.) <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. <br />Eleven properties will benefit from the service on 102nd Terrace and <br />99th Way. This project is to be. paid through the assessment of <br />properties benefitting along the proposed wastewater line route. In <br />the interim, financing will be through the use of impact fee funds. <br />The total estimated construction cost, including engineering and <br />administration of the project, is $334,194.00. However, the amount <br />the property owners will be assessed, excluding the costs of a <br />regional lift station and force main associated with this project, <br />is $223,170.00. The projected cost per square foot is $0.050324. <br />The attached map displays the area to benefit from the assessment <br />project. (Attached is a breakdown of costs for the nonassessed <br />portion). <br />A portion of the construction of this project shall be through a <br />developer's agreement with Macho Products, which will be submitted <br />to the Board of County Commissioners for approval in March 1993. <br />RECOMMENDAT ON <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached resolutions and <br />set the public hearing date. <br />rye <br />
