Housing Authority <br />It is recommended that the data herein presented be given formal <br />consideration by the County Commission. <br />DESCRIPTION AND CONDITIONS: <br />The State of Florida's Department of Community Affairs has once <br />again allocated $6,016.00 to Indian River County under their CSBG <br />Program, and the Housing Authority would like to utilize this grant <br />to provide rehabilitation housing consulting services which activates <br />rehabilitation funding from governmental sources. This program will <br />run from April 1, 1993 to September 30, 1993. <br />The Farmers Home Administration Section 504 Program provides <br />housing rehabilitation loans and grants to low-income and elderly <br />persons who lack the finances to make their homes decent, safe and <br />sanitary and free of health and safety defects. <br />This 1993 Program is targeted in the Sebastian Area of -the County <br />and 14 low-income and elderly owners will have their homes brought up <br />to safe and sanitary standards. It's also targeted in Wabasso and <br />Winter Beach Areas. <br />ALTERNATIVES AND ANALYSIS: <br />This is our eleventh year of funding under legislation passed by <br />the Congress which consolidates various social programs into the block <br />grant categories. <br />RECOMMENDATION• <br />We respectfully request the County Commission to authorize its <br />Chairman to execute the Award Agreement for submission to the Depart- <br />ment of Community Affairs for this CSBG grant. <br />This program will bring about improvements in safety and sanita- <br />tion for fourteen (14) homeowners with an average cost of $5,000 per <br />unit. The $6,016 grant plus $2=,695 in cash and in-kind contributions <br />by the Housing Authority will be supplemented with $72,000 in loans <br />and grants from the Farmers Home Administration. <br />This program requires no additional County funds. <br />8 <br />
