MAR 16 1993 BOOK 09 FA"F. 46 <br />RESOLUTION NO. 93- 67 <br />WHEREAS, the Board of County Commissioners of Indian River <br />County, Florida applauds that option provision as a means of avoiding <br />unnecessary and costly administrative hearings on plan amendment compliance <br />issues; and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County, Florida believes that a mandatory approval by the State Land <br />Planning Agency of comprehensive plan amendments would effectively <br />transfer all local power over land use decisions to a state executive agency; <br />NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, is <br />strongly opposed to the incorporation of ELMS III Report Recommendation <br />R-55 into House Bill (PCB -CA 93-01) and Senate Bill 1166; and <br />BE IT FURTHER RESOLVED THAT THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, endorses the <br />optional alternative process for amendment of adopted comprehensive plans as <br />provided_ for by the legislature in Chapter 92-129, Laws of Florida. <br />The resolution was moved for adoption by Commissioner Eggert <br />and the motion was seconded by Commissioner Macht , and, upon being <br />put to a vote, the vote was as follows: <br />Chairman Richard N. Bird Aye <br />Vice Chairman John W. Tippin Aye <br />Commissioner Fran B. Adams Aye <br />Commissioner Carolyn K. Eggert Aye <br />Commissioner Kenneth R.
