MAR 23 1993 <br />BOOK 89 FAGE 158 -7 <br />The program is currently not required to be licensed by the <br />state because it employs only employees of the School Board. <br />However, our review has shown that one after school program <br />employee who was a former school board employee is not now a <br />school board employee. Further, from time to time recreation <br />department employees fill in for sick or absent teachers or aides. <br />Both of these situations must be corrected or the County will be <br />operating illegally; therefore, the non -school board employee <br />should be terminated immediately and the recreation department <br />instructed not to actively participate in the after school program. <br />The program "right -stuff" while not a -part of the after <br />school program is of such a similar nature that it should be <br />treated the same. The "right stuff" program began on a very <br />short and limited grant which has long since disappeared. "Right <br />stuff" in our view is not and cannot be made self- sustaining. <br />II. Transfer <br />a. School Board <br />The program can be operated more efficiently and <br />effectively by the School Board. Dr. Norris shares this <br />view. The state legislators apparently share this view. Most <br />counties in Florida share this view. Section 402.3025, F.S. , <br />contemplates that these "after school programs" are public <br />school and non-public school functions. In fact if you don't <br />use employees of the school board you are required to be <br />licensed by the state. In the majority of the counties in <br />Florida that have such programs they are in fact run by the <br />school board. <br />b. Private Day Care Centers <br />The Children's Services Advisory Committee in <br />conjunction with staff has explored this option. A RFP would <br />allow private -day care operators, or a consortium of said <br />operators, and opportunity to provide this service at no cost <br />to the public. A proposed RFP is attached. <br />If the Board agrees, the attached RFP will be put out <br />for proposals. <br />III. Abolish <br />This course of action if adopted should be effective at the end <br />of the current school year. <br />Alternatives <br />#1 If the proposals from private day care operators reflect a viable <br />program, then the program could be run by private operators. <br />#2 The school board could run the program as a self-sustaining <br />operation. <br />#3 The program could run as a state licensed operation under the <br />recreation department using non -school board employees at greatly <br />reduced wages so that the program could possibly be self <br />sustaining at its present cost. <br />#4 The program could be run with school board employees and the <br />above discussed revisions including increased fees. <br />Recommendation <br />Alternative #1 or #2. <br />62 <br />
